agency of the Federal Government, belonging to no single
State or community, but furnishing an inspiration to the
youth of America and shrine of American Patriotism; and
be it further

Resolved, That the Secretary of State of Maryland be
and he is hereby requested to send, under the Great Seal
of the State of Maryland, a copy of this Resolution to the
President of the United States Senate, the Speaker of the
House of Representatives of the United States Congress,
and to each member in Congress from the State of Mary-
land.

(Senate Joint Resolution 4)

Senate Joint Resolution requesting the Governor to appoint
a Commission to study all phases of the organization,
administration and compensation of the Judiciary of
Maryland.

Whereas, the General Assembly from time to time is
called upon to study many questions concerning the organ-
ization, administration and compensation of the Judiciary
of Maryland; and

Whereas, some of these questions concern the juris-
diction and working-load of members of the Judiciary,
involving the possible need for new judges to handle such
work as juvenile, domestic relation cases, and perhaps also
testamentary cases; and

Whereas, other matters which are frequently brought
before the General Assembly concern the compensation of
members of the Judiciary, whether by way of direct salary
allowances or by way of pensions paid to retired judges;
and
